Control and Investigation Program for National Agricultural Land with High Potential of Heavy Metal

The aim of this project was to develop screening method of high potential of heavy metals pollution agricultural land using systematic thinking, then use EPA history soil survey data and real soil survey in the demonstrate area to verify the feasibility of this method. Therefore, the government will be able to make decisions related to controlling the soil pollution incidents based on the most up to date information. This project has five major contributions, as follows: (1) Development an appropriate screening process investigated the heavy-metal contamination of agricultural land and identified the potential area. About 2.65% (15,000 hectares) of agricultural land in Taiwan, according to Nemerow index method, was rating as hazard level requires urgent investigation and remediation. (2) Investigation of soil and water environmental (such as drainage, rivers, etc.) in the demonstrate area chosen by the screening results, one of the high potential pollution agricultural land. In order to perform follow-up demonstration to the investigation plan, monitoring plan and pollution control work. (3) Building a system for potential assessment and early warning control of heavy metal contamination of agricultural land. Collect related information from different ministries and departments, and build the first agricultural land management system. In addition find more use of the concept of geographic information systems, the system also have functions based on the integration of the relationship between data and spatial data, and ministries will share the infromation platform for agricultural land information to maximize the benefits and become an important milestone. (4) Deliberation of the Taiwan soil pollution control standards and soil pollution monitoring standards revise it based on the related study from local and other countries. (5) Writing an implementation plan to improve pollution control and prevention in agricultural land work provide Taiwan EPA the guidelines of this work.
